Warhammer Online has a very unique leveling system. It is one of the few online games that you can level in just about everything that you do while playing.
The key purpose of this leveling guide inside the Goblin Guide is to speed you through the Warhammer levels as a Solo Player.
Note that this does not mean that you cannot group if you choose to (which is perfectly fine). It just means that you do not have to group with this guide.

You should only do a Public Quest if there are a lot of people already doing them, and you can join the Warband so that you can receive EXP from other members in the Warband.
Do all the Warhammer Public Quests until you reach Elite influence and you may purchase a reward. One rule to remember for this is that if there are less than 5 players doing the Public Quest, then do not bother doing it.
You have to be aware that for the Warhammer Leveling System, Warhammer Online has a very unique and very useful questing system. Whenever you accept a quest, there will be a big circle on your map of the quest objective location, and if you hover over the circle, it gives you more details of the Warhammer quest that you are looking at.
You may then ask yourself why do you need a leveling guide when Warhammer Online has such an advanced questing system. This is the reason: Once you have leveled out of tier 1, it becomes harder in the game to level.

The entire Warhammer leveling/questing system is rather simple. Each tier is broken down into chapters which is part of the Warhammer Lore. And if you are wondering what chapter you should be in at your level, simply multiply the chapter number by 2. In other words, if the chapter number is 7, then your level should be 14.
Now this does not mean that you cannot go back and do chapters below you because some of the chapters are enjoyable to complete if you have previously skipped them or went on to do another chapter and Public Quests.
